The Civil Rights Data Collection (CRDC) point dataset has been updated from 2017-2018 to the latest data year available 2020-2021. 

This dataset is based on school district responses to a survey conducted by the Office of Civil Rights in the Department of Education. It contains wide-ranging data on equity among public schools.

CRDC also contains data for students with Limited English Proficiency, which was previously available through NCES (Students who were English Language Learners indicators) but now retired.

The NEW CDC Heat and Health Index (HHI) has been added to PolicyMap. The Heat and Health Index (HHI) helps identify communities where people are most likely to experience harmful effects from heat. The HHI consists of 25 data indicators of heat and health vulnerability to help communities prepare for warming temperatures in a changing climate. These indicators are grouped into 4 modules.

  • The Historical Heat and Health Burden module captures measures of previous experience with heat at the local level (ZCTA or ZIP code).
  • The Sensitivity module is comprised of pre-existing health conditions that may increase risk of negative health outcomes when the individual with the condition is exposed to extreme heat.
  • The Sociodemographic module encompasses social and demographic characteristics that increase exposure or sensitivity to heat or lessen one's ability to cope with extreme heat.
  • The Natural and Built Environment module focuses on characteristics of the natural and built environment that increase exposure or sensitivity to heat or lessen one's ability to cope with extreme heat.

Data in the HHI come from the Centers for Disease Control and Prevention (CDC), the National Emergency Medical Services Information System (NEMSIS), the United States Census Bureau, the Multi-Resolution Land Characteristics Consortium (MRLC), and the Environmental Protection Agency (EPA).

The HHI scores ZCTAs using a percentile ranking from 0-100. A higher percentile rank means that the ZCTA is more vulnerable to the impacts of heat. The HHI uses ZIP Code Tabulation Areas (ZCTAs) to aggregate data and show index ranks across the United States.

The CDC Social Vulnerability Index (SVI) has been updated through 2022. The 2016 and 2018 historic data was added as well. Trends are turned off based on recommendation of the source. The index was updated in 2020, so be sure to check the description icon for details on what is included in each year's index. The custom bubbles have also been expanded to all the index categories.

Social vulnerability refers to communities at higher risk for health impacts and disruptions from natural or human-made disasters, extreme weather, and climate change. The Agency for Toxic Substances and Disease Registry (ATSDR) within the CDC created the Social Vulnerability Index (SVI) through its Geospatial Research, Analysis, and Services Program (GRASP) to rank U.S. census tracts based on social factors that influence a community's ability to prepare for, respond to, and recover from such events. The SVI helps identify areas most in need of support and resources during crises.

Unbanked household data from the FDIC has been updated to the 2017-2021 time period.

As the FDIC uses estimates to fill in the gaps for household data, margins of error at the 90% confidence level are included with each associated estimate. This means that there is a 90% likelihood that if every household in the given geography were interviewed, the count or percent would be within the margin of error above or below the estimate derived from the survey sample. For example, 3.9% of households in Colorado were unbanked, with a margin of error of 1.5%. This may be expressed as 3.9% ± 1.5%, which means that there is a 90% likelihood that the true percentage of unbanked households in Colorado was between 2.4% and 5.4% (expressing the margin of error in this way is known as a “confidence interval”). PolicyMap has also published a data flag to help users interpret these margins of error. The data flags are based on “coefficients of variation,” which are the ratios between the estimate and the margin of error. Estimates flagged as “Use with Caution” have coefficients of variation between 15% and 30%. Estimates flagged as “Reliable” have coefficients of variation of 15% or less. PolicyMap suppressed estimates with coefficients of variation greater than 30%; these are marked as “insufficient data” on the map.

The MVI identifies where and why mothers in the United States are vulnerable to poor health outcomes. The index ranks geographies on overall vulnerability to poor pregnancy outcomes and vulnerability across six themes: reproductive health, physical health, mental health and substance abuse, general healthcare, socioeconomic determinants, and physical environment. All 6 themes are available on PolicyMap.

All indicators have been normalized to be 0-100 where 0 = the least vulnerable and 100 = the most vulnerable.

The free and reduced-price lunch program (FRPL) eligibility data has been updated through the 2020-21 School Year.

For schools that do not report free and reduced-price lunch program (FRPL) eligibility data, direct certification counts are used exclusively. Direct certification applies to children from households participating in the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), the Food Distribution Program on Indian Reservations (FDPIR), or (in some states) Medicaid, as well as children who are migrant, experiencing homelessness, in foster care, or enrolled in Head Start. These students are categorically eligible to receive free meals at school. This addition helps to create a more inclusive understanding of this meal programs as well as the difference in how states run this federal nutrition program.

Data Note: Illinois and Virginia opted not to collect this data under the pandemic meal provisions that gave free meals universally, thus leading to gaps in the usual reporting for these states in the 2020-21 period.

FEMA’s National Risk Index (NRI) is now available on PolicyMap.

The NRI is a dataset and online tool that helps illustrate the US communities most at risk for 18 natural hazards, displayed individually by hazard and as a composite risk score. Data is displayed at the county and census tract level and is available in all 50 states. To calculate risk, the NRI uses three inputs; expected annual loss (EAL), social vulnerability, and community resilience. EAL measures the expected loss of building value, population, and agriculture value each year due to natural hazards. Social Vulnerability is a consequence enhancing component and analyzes demographic characteristics to measure the susceptibility of social groups to the adverse impacts of natural hazards. Community Resilience is a consequence reduction component and uses demographic characteristics to measure a community’s ability to prepare for, adapt to, withstand, and recover from the effects of natural hazards. This function of these inputs can be visualized as Risk = EAL * (Social Vulnerability / Community Resilience).

 

The NRI provides three outputs for EAL and risk: values, scores, and ratings:

  • Values: Values are the absolute basis for Risk and EAL and are measured in units of dollars, representing a community’s average economic loss from natural hazards each year. This is not included in PolicyMap, as values are calculated independently for each indicator, therefore the range and actual meaning for each value varies by indicator. For example, a census tract may have a risk value of 10,000 for one hazard and be rated as very high risk, whereas the risk value for another hazard may be 10,000 and be rated as relatively moderate risk. The data dev team wanted to avoid confusing users with the values, and to note they are not included in FEMA’s map either.
  • Scores: Scores represent the national percentile ranking of a community’s EAL/risk value compared to all other communities at the same level (county or Census tract). Again, they are not comparable across indicators, meaning a risk score of 55 for one hazard does not mean it has the same risk as a score of 55 for another hazard. Rather, this means that this county/census tract has higher risk than 55% of the rest of the country. Scores are located inside the info bubble for a geography.
  • Ratings: Ratings provide the most direct understanding to a community’s risk. They are provided in one of five qualitative categories describing the community’s component value in comparison to all other communities at the same level and range from “Very Low” to “Very High”. Rating categories are specific to hazards, therefore the range of risk scores that fall within each rating category is not the same for every indicator. For example, a risk score of 25 (i.e., 25
    percentile) may be considered moderately low for one hazard but considered very low for another hazard. FEMA determined ratings using an unsupervised machine learning technique known as k-means clustering, which were applied to each hazard.

 

Unlike most datasets, the NRI can null or null-like values for three reasons, which are labeled in the rating and score:

  • Not Applicable: Not applicable means that it is physically impossible for the hazard to occur at a geography. For instance, coastal flooding in Kansas.
  • No Rating/No Expected Annual Losses: These labels mean that it is possible for the selected hazard to occur at the location, however the annual frequency of the hazard is 0, or the geography’s agriculture, building, and population value is 0.
  • Insufficient Data: Insufficient data indicates that an input value for the EAL/Risk calculation is null.

EPA’s Environmental Justice Mapping and Screening Tool (EJScreen) has been updated to 2024 on PolicyMap. .

EJScreen was developed by the EPA to help identify areas with potential environmental justice concerns. The EJ and Supplemental Indexes display areas with a high combination of environmental burden and vulnerable populations or socioeconomic vulnerability.

EJScreen indicators are shown as percentiles ranked from 0 to 100. These percentile ranks indicate the proportion of geographies with equal or lower environmental burden compared to the geography of interest. For example, if you are looking at the Lead Paint EJ Index (National Percentiles) on the tract-level, a Lead Paint EJ Index national percentile of 80 means that 80% of tracts in the nation have less potential exposure to lead paint than the tract of interest, and that 20% of tracts in the nation have greater potential exposure to lead paint.

The Centers for Disease Control and Prevention (CDC) & Agency for Toxic Substances and Disease Registry (ATSDR) Environmental Justice Index is now available on PolicyMap.

CDC & ATSDR Environmental Justice Index (EJI) uses data from the U.S. Census Bureau, the U.S. Environmental Protection Agency, the U.S. Mine Safety and Health Administration, and the U.S. Centers for Disease Control and Prevention to determine the cumulative impacts of environmental injustice for over 71,000 U.S. census tracts. Overall EJI scores are percentile ranked from 0 to 100, indicating the proportion of tracts with equal or lower environmental burden compared to the tract of interest. For example, a EJI ranking of 85 signifies that 85% of tracts in the nation likely experience less severe cumulative impacts from environmental burden than the tract of interest, and that 15% of tracts in the nation likely experience more severe cumulative impacts from environmental burden. Note EJI 2022 does not include measures for Alaska, Hawaii, or U.S. territories and dependencies.

The EPA EJScreen includes environmental indicators, socioeconomic indicators, and EJ/supplemental indexes that summarize how environmental indicators and specific socioeconomic indicators interact in the same location.

The dataset can be displayed using national percentiles (which use the U.S. population as the basis of comparison) and state percentiles (which are calculated based on the population in each state, the District of Columbia, or Puerto Rico).

The updated Theil Index is now on PolicyMap. The Theil Index measures racial segregation by calculating how evenly people of all races are concentrated across an area based on the racial composition of sub-areas. The index measures the average difference between each sub-area's racial distribution and the racial distribution of the area as a whole. Index values range from 0 to 1, where higher values of have less uniform racial and ethnic distributions, or greater segregation; lower values of have more uniform racial and ethnic distributions, or less segregation.

This indicator is changing a bit, which is worth explaining. The previous indicator used the 2010 Decennial census, but the 2020 Decennial data was released quite late, and isn't yet in PolicyMap (should be in sometime this summer). The new indicator is based on the 2018-2022 ACS, which presents a tradeoff; the indicator is based on a sample-based estimate, rather than a census, which introduces more noise. However, the ACS is both more recent, and includes multiple time periods (the last three ACS releases). We decided that having recent data and a time series was better than stale decennial data, so we are replacing the 2010 decennial indicator with the new ACS indicator everywhere.

The HRSA Area Health Resource File (AHRF) data is updated to 2022, although for most data the latest available period is now 2021 or even 2020. We added quite a few additional variables with this latest data release. The data now covers topics related to access to medical care, including medical professionals, hospital utilization, including emergency department utilization and hospital inpatient and outpatient days, and types of health facilities.

 

Please note that rates for 2020-2022 were not calculated for CT since the Census population estimates used for the denominator are calculated at the new CT regional planning district but the HRSA data uses the previous CT counties.

In making the determination, the CDFI Fund used data from the 1990 and 2000 decennial censuses, and the 2016-2020 American Community Survey. NEW Data

New indicators from the Council on Environmental Quality’s Climate and Economic Justice Screening Tool (CEJST) have been added to PolicyMap. CEJST was developed to identify disadvantaged communities that face burdens across eight categories: climate change, energy, health, housing, legacy pollution, transportation, water and wastewater, and workforce development. CEJST is intended to be used for the Justice40 Initiative, which aims to deliver 40% of certain Federal investments to these disadvantaged communities. Federal investments include clean energy infrastructure, affordable and sustainable housing, and remediation of legacy pollution among others. Many of these federal investment programs are being carried out as part of the Inflation Reduction Act (IRA).

The data comes from Census TIGER boundaries. The boundary is available to all users under the Boundaries menu and the indicator is incorporated into the Clean Energy Tax Incentive curated collection menu because these areas are relevant for certain clean energy investment tax incentives.
